The national targeted program on employment and vocational training issued by the Prime Minister last December includes six component projects. 

The Ministry of Labor, Invalids and Social Affairs is in charge of working with relevant ministries, agencies and localities to deploy the program.

*Renovation of vocational training

The first project is on renovation and development of vocational training by 2020 which targets to provide vocational training for 55% of the labor force.

It aims to set up a vocational training system which is able to meet the demand of the labor market.

Specifically, in the 2010-2015 period, Vietnam plans to build 500 colleges vocational training schools, over 900 vocational training centers to educate over 11 million laborers, including 5.7 million people in rural areas.

In the 2016-2020 period, additional 230 colleges and vocational training schools and over 1,000 vocational training centers will be established to train over 11 million laborers, including 6 million in rural areas.

*Training rural laborers

The second project on vocational training for rural laborers by 2020 has a total investment of around VND 26 trillion, targeting to educate around 1 million rural laborers annually.

The project consists of three stages. In the 2009-2010 period, the project covered 800,000 people. In the 2011-2015, 5.2 million people will access to vocational training courses. In the 2016-2020, 6 million others will benefit from the project.

Especially, at least 70-80% of trainees are expected to find jobs thereon.

*Funds for job creation

The third project to borrow capital from the National Fund for Employment Creation plays an important role in reducing unemployment rate in urban areas, raise labor time for rural laborers and shift labor structure in line with the economy.

So far, the Fund has accumulated around VND 3,468 billion to help 63 provinces and cities generate jobs for laborers. Especially 31 provinces and cities across the country have set up funds to create jobs for local people.

All funding is delivered to localities thorough social organizations, such as the Vietnam Labor Confederation, the Farmers’ Association, the Women’s Union, the War Veterans’ Association and the Blind Association, has become an important factor in creating jobs for laborers.

*Sending guest workers abroad

The fourth project aims to send laborers overseas for employment in contracts. Beneficiaries include laborers who are relatives of people who rendered meritorious services to the nation, poor families, ethnic minorities as well as residents in selected districts.

They will get support including expenditures for short-term vocation training (VND 3 million), foreign language training, living skills abroad, meals and transportation during study time, fees for visa registration and medical examination and justice profile.

The policy is expected to forge vast opportunities for unemployed and disadvantaged people to find jobs abroad.

*Supporting the development of labor market

The fifth project centers on assisting the development of labor market. The project is expected to help develop the domestic labor market towards modernization, effectiveness, competitiveness, equality in favor of national development.

Specific targets include higher competitiveness of the labor force, generation of adequate and sustainable jobs for labors, balance of labor demand and supply, maintenance of infrastructure for labor market and assistance to disadvantageous groups in integrating into the labor market and boosting of social security. 

The objective of the final project aims to better communications, supervision and assessment of the program./.
