Vocational training will be accelerated to meet the labor market demand in terms of quantity, quality, structure in a bid to level up the workforce quality to regional and international standards for higher national competitiveness and sustainable development.
This is the overall targets of the newly-approved strategy on vocational training development in the 2011-2020 period.
Especially, the strategy aims to raise the rate of trained workers by 40% to 23.5 million by 2015 and by 50% to 34.4 million by 2020.
To fulfill the goals, the strategy points out nine groups of solutions particularly on renovating state management, developing lecturers, teachers and managers and formulating a set of standards on national vocational training.
Firstly, the state management of vocational training will be renovated through perfecting the legal system including the amendments of the Law on Vocational Training and improving mechanisms and policies on education and training such as preferential policies for qualified teachers, special financial policy on vocational training, teaching of foreign languages, assistance to learners, especially disadvantageous groups.
Functions, tasks and competence of state management agencies will be stipulated clearly; the investigation work will be strengthened. ITC application will be enhanced in vocational training and building database.
Secondly, the number of vocational training teachers and managers will be increased. Teachers will be standardized in line with national and regional criteria. Vocational training centers will be rearranged and reorganized. Education syllabuses will be perfected. Institutes on vocational training will be established.
Thirdly, the formulation of a set of standards on national vocational training will be compatible with the set of standards on national education. Populous fields will have specific standards.
The strategy also defines orientations for the formation, submission and implementation of plans, programs, and projects in every ministry, agency and locality regarding vocational training.
Vietnam’s population is forecast to hit 99 million of which 50 million in working age by 2020./
