A pilot programme that seeks comments from citizens on the efficiency of administrative procedures will be extended to all districts in HCM City.

Under the plan, citizens would be able to indicate their satisfaction level on officials' administrative procedure performances in all districts and wards in the city.

According to Le Minh Tri, vice-chairman of HCM City's People's Committee, the satisfaction of residents is the key to evaluating officers' administrative procedure performances.

Tri said the city would focus on correcting the attitude of officers and improving their skills and solving administrative procedures in order to ease the administrative burden on residents, and preventing corruption of officers at departments, districts, wards and villages.

Nguyen Thanh Chin, permanent member of the HCM City People's Council, said although the city had improved administrative reform, many problems regarding administrative procedures still remained, especially in the area of land and house-certificate issuance, causing many hassles for residents.

Do Phi Hung, deputy director of the city's Department of Construction, said many officers lacked the capacity to solve problems regarding administrative procedures.

Many of them also lacked the proper attitude to serve citizens. The work of managing officers was still weak and needed improvement, according to Hung.

This year, the city will continue to improve administrative reform, focusing on five main areas, including institution reform, the "one-stop shop " model, officers' administrative capacity, public-finance reform, and modernisation of the administrative system.

The city's People's Committee has approved a project to improve professional skills in administrative reform for officers during the 2012 – 15 period.

According to the HCM City Administrative Steering Committee, over the past 10 years the city has simplified nearly 2,000 administrative procedures in all departments, districts and towns, saving time for all citizens and businesses.

HCM City was the first city to carry out the "one-door mechanism" model, which has also been a time-saver.
