The Ha Noi Department of Transport will tighten rules on providing replacement driving licences in an effort to prevent people from having more than one driving licence, said the department's deputy director Nguyen Xuan Tan.

More than 10,000 people in Ha Noi reported that they had lost their driving licence during the last twelve months. The number increased by 208 per cent compared to the previous year.
Many cases of alleged lost licences were revealed to have been false, as people wanted to have a second licence, he said.
